On January 6th, 2016, in accordance with the unified arrangements of CPC central committee, leading party group of CETC convened a democratic life meeting on the subject of “Three Stricts and Three Steadies”.

The leading party group earnestly studied requirements of Party Constitution, Probity and Self-discipline Rules of the communist party of China, The Disciplinary Punishment Ordinance of the communist party of China and other rules and regulations in the Party. They thoroughly implemented spirit of a series of important speeches of general secretary Xi Jinping, especially the important instruction on topic education of “Three Stricts and Three Steadies”. Focusing on the requirements of “Be strict in cultivating one's moral character, preventing the abuse of power and disciplining oneself; be steady in planning matters，starting undertakings and conducting oneself”, the leading group linked itself with development stage of CETC, the reality of leading group and work style of individual, sought for problems thoroughly with party character analysis, unfolded criticism and self-criticism seriously and conscientiously. They unanimously agreed on entrenching ideological communication, studying and strengthening the construction of the Party conduct and incorrupt government, which were of benefit to consolidate the construction of leading group, to promote their much more unity and the healthier and rapider development of the group corporation.

The meeting was chaired by the secretary Party group and chairman of CETC, Xiong Qunli. The leaderships in the first bureau of Central Organization Department, the fifth bureau of officials of Central Organization Department, the first bureau of enterprise cadres of SASAC were present at the meeting to offer guidance. President and deputy secretary of Party leadership group, Fan Youshan, full-time deputy secretary of Party group, vice president, Zuo Qunsheng and other Party leadership group members attended the meeting. Headquarters of Work Department of Party-masses, General Office, Human Resources Department and Discipline Inspection, Supervision and Audit Departments also attended meeting as non-voting attendees.

The meeting was regarded as one of the important activities for CETC’s participating in topic education of “Three Stricts and Three Steadies”.

To ensure the success of meeting of democratic life, Party leadership group studied deeply Xi Jinping’s requirement of “Three Stricts and Three Steadies” for Party members and leading cadres, the spirit of the Third, Fourth, and Fifth Plenary Session of the 18th Central Committee, Party Constitution, Probity and Self-discipline Rules of the communist party of China, The Disciplinary Punishment Ordinance of the communist party of China and other rules and regulations in the Party. Sticking to the topic of practicing requirement of “Three Stricts and Three Steadies”, observing Party discipline and implementing The Two Responsibilities, they solicited the views of staff and workers to as many as 854 pieces by means of the communication forums, interviews and the use of Internet platform. Upon this, they did sufficient pre-meeting preparations through careful analyzing and combing.

 At the beginning of the meeting, on behalf of Party leadership group, Xiong qunLi reported how Leading party group of CETC had studied and implemented the spirit of a series of important speeches of general secretary Xi Jinping, how they practiced the requirements of “Three Stricts and Three Steadies”, observed the party discipline and implemented The Two Responsibilities. Furthermore, based on the deep analysis of the existing problems, he put forward the striving direction as well as improvement for the future. In combination with reality, nine members of the party group conducted not only personal contrast respectively, but also thorough criticism and self-criticism. In light of the reality, they specifically proposed rectification measures and the main orientation in the future. With their genuine attitude and profound understanding, they didn’t shy away from problems and agreed to play hardball on implementing rectification measures.

By looking back on the past, focusing on the present and looking forward to the future, Party leadership group continuously holds the positive attitude to face the existing deficiency, to check out the problems and its roots in order to promote the health and rapid development of the group corporation,

The meeting pointed at problems on different levels, some of which were even prominent in terms of cultivating one's moral character, disciplining oneself before power, planning matters, which are somewhat lack in strictness and steadiness despite what the Party leadership group has done. In terms of observing political discipline, political rules and organizational discipline of the Party, the problems of lacking of strictness in implementing discipline and cadre's management still existed. In terms of implementing the Two Responsibilities of building of Party work style and clean government, problems of the implementation of policies was not in right place still existed.

Confronted these problems, Party group didn’t shy away from them with any evasion. Just like raising a scalpel, they made a thorough analysis from the perspective of understanding the strict running of the Party, refining work style, strictly enforcing discipline consciousness, being strict with cadres for their management, and a greater sense of urgency in promoting the group corporation’s comprehensively deepening reform, to dig deeply out the root causes of problems.

Party leadership group acted appropriately to the situation, and made every effort to implement the requirement of “Three Stricts and Three Steadies” in practice.

Firstly，Party leadership group would earnestly implement “Four comprehensives” strategy layout of the Central Committee, and fully implement the responsibility of running the Party strictly. Party leadership group would confirm ideal and faith, establish a solid ideological foundation, raise political awareness, grasp the work of fulfilling systems, and strengthen supervision and accountability in order to fully implement the Two Responsibilities of building of Party work style and clean government. Furthermore, they were going on one hand, to standardize and strengthen the supervision on the task of selecting and appointing cadres. On the other hand, strengthen the building of basic-level party organization to further play its role of battle fortress.

Secondly，Party group firmly put party discipline before everything else, and would continuously strengthen the building of work style. Party group would be strict in Party discipline as well as regulations; further promote the Three Transfer of various discipline and supervisory institutes; strengthen the work in disciplinary review; continue to consolidate the results of the building of work style, and firmly halt the rebound of problems of four forms of decadence work styles: formalism, bureaucracy, hedonism and extravagance. In addition, headquarters construction of working style shall be strengthened to further enhance its working efficiency. What’s more, Party group would be resolute in carrying out warning education, which would be good for creating an incorruptible working environment.

Thirdly，Party group would accelerate process of the construction of modern enterprises system, and strengthen the management and control mode of enterprise groups. In accordance with the overall disposition of the country, Party group was going to study on national policies as soon as possible to speed up the transformation of military enterprises; conscientiously carry out Guidance on Comprehensively Deepening Reform of Group Corporation and Guidance on Strengthening the Building of Management and Control Ability of Group Companies, to further rationalize management system and operation mechanism; accelerate the construction of modern enterprises system based on the opportunity of patrolling and auditing reform.

Fourthly, Party group shall strengthen strategic planning guide to achieve the annual targets. they were about to strengthen strategic planning guide; decompose tasks of annual targets; implement strategic planning successfully; seize great opportunity to plot and widen the new space for development, and further improve the system of scientific and technological innovation. Furthermore, relying on the International business platform, they were about to coordinate the establishment of international business system to contribute to the national strategy of The One Road, One Belt. Still, Party group was determined to accelerate the pace of resource integration and structural adjustment, to enhance the overall competitiveness, display overall superiority and extend the channels of investment and financing by the support from financial and investment companies. The whole meeting of the democratic life was going in a serious atmosphere.

Everyone adhered to problem-oriented, responsible attitude to closely interrelate with their thought, work and real life. Over the exchange, discussion and collision of ideas with their open hearts, members of Party group strengthened source treatment and stuck to the key point. President and deputy secretary of Party Committee, Fan Youshan put it best, “According to the campaign to study and practice the mass line of the CPC, after CPC Central Committee pays special attention to the quality of the meeting of democratic life, with the guidance of the CCDI, Central Organization Department, SASAC and the joint effort of members, in accordance with Central Government’s requirement, our quality of political life within the Party is no longer the same as before, in which comrades become more honest and face individual shortcomings directly, and communicate with each other with open heart. The annual meeting of democratic life becomes a great opportunity to exchange deeply, get rid of the hang-up, unify our thinking and achieve greater unity indeed for members of the party group.”

Xiong Qunli made a concluding statement. He believed that carrying out the subject meeting of democratic life had achieved very good results of self-analysis as well as self-criticism and offering advice to others. Each one had made a serious preparation with thorough self-analysis and targeted suggestions. From the viewpoint of individual, he hoped that everyone had a profound awareness of personal problems existing in “Three Stricts and Three Steadies”, and implemented the requirements of “Three Stricts and Three Steadies” in practice. Furthermore, everyone would achieve greater grades with a new outlook in the New Year. From the point view of Party leadership group, the suggestions everyone had put forward would be carefully arranged, and further improvements would be studied and implemented. As for problems of leading group, it was quite necessary for everyone to devote intelligence together, solve problems together, and make joint effort to promote the deepening of the reform and transformation development of group companies.

It was learned that Party leadership group had also made further demands of the democratic life meeting on the subject of “Three Stricts and Three Steadies” for various member units. Focusing on the requirements of “Be strict in cultivating one's moral character，preventing abuse of power and disciplining oneself; be steady in planning matters, starting undertakings and conducting oneself” firmly, each unit shall not only check out problems based on associating leading group with individual reality, but also seriously conduct criticism and self-criticism. What’s more important is that, units were supposed to stand for truth, correct mistakes, enforce discipline according to rules, and focus every effort on rectification in order to guarantee the high quality of the subject meeting of the democratic life and reap the good results, which were beneficial to promote the formation of an affirmative and positive political environment with delicate air to plan matters and start undertakings, and to promote the reform and development of the whole system and maintain all work.

Xiong Qunli said at the end of the meeting, “With the start of the new year, according to the democratic life meeting on the subject of ‘Three Stricts and Three Steadies’, let us be more realistic and pragmatic with solidarity and assistance, and strive for a better start of 13th Five-Year Plan of our group, the completion of the new year's work goal and even the strategic objectives, and the responsibilities that CETC must perform as a central enterprise well thought by our country.”
